ห้องสมุดเสียง มหาวิทยาลัยศิลปากร เกิดจากดำริของศาสตราจารย์ หม่อมหลวง ปิ่น มาลากุล ขณะดำรงตำแหน่งอธิการบดีมหาวิทยาลัยศิลปากร ได้จัดทำโครงการจัดอุปกรณ์โสตทัศนศึกษาของวิทยาลัยทับแก้ว มหาวิทยาลัยศิลปากร ณ พระราชวังสนามจันทร์ นครปฐม ซึ่งท่านเห็นว่าปัจจุบันการศึกษาที่มีคุณภาพต้องพึ่งอุปกรณ์มาก เมื่อได้ดูมาแล้วก็มิใช่ว่าจะรับมาทั้งดุ้น ได้มาคิดดัดแปลงให้เหมาะสมแก่สภาพของประเทศไทยและนักศึกษาไทย อุปกรณ์ที่ต้องการแบ่งได้เป็นสองส่วนคือ Sound Library และ T.V.”

ในการจัดสร้างห้องสมุดเสียง (Sound Library) ได้มีการตกลงลงนามในสัญญาว่าจ้างบริษัทฟิลิปส์ให้เป็นผู้ดำเนินการทั้งหมด จนสามารถเปิดใช้งานได้เมื่อวันที่ 18 มิถุนายน 2513 พร้อมกับการเปิดคณะศึกษาศาสตร์ มหาวิทยาลัยศิลปากร นับว่าเป็นห้องสมุดเสียงแห่งแรกของประเทศไทย
